Acquisition Professional

Acquisition Professionals (AP) assist the Government in drafting pre-solicitation documents that reflect their requirements while adhering to all applicable policies and Federal regulations. AP’s also draft acquisition strategy documents and assist the Government in implementing the strategies. AP’s advise in the interpretation and tailoring of DoD/IC/NSA acquisition regulations/memorandums while ensuring affordable, supportable and effective systems are delivered to the customer. AP’s provide assistance in analyzing and developing improved policies, plans, methods, procedures, and systems of acquisition management.

Years of Experience Required…

  • AP1 – Five (5) years of demonstrated combined experience in DoD/IC acquisition management, DoD/IC contracting, or DoD/IC contract management.
  • AP2 – Eight (8) years of demonstrated combined experience in DoD/IC acquisition management, DoD/IC contracting, or DoD/IC contract management.
  • AP3 – Twelve (12) years of demonstrated combined experience in DoD/IC acquisition management, DoD/IC contracting, or DoD/IC contract management.
  • AP4 – Fifteen (15) years of demonstrated combined experience in DoD/IC acquisition management, DoD/IC contracting, or DoD/IC contract management.

What We Are Looking For…

  • TS/SCI with Polygraph security clearance.
  • A Bachelor’s Degree with a business or technical focus is required.
    • In lieu of a degree, DAWIA Level II in any focus area and additional years of directly related experience may be substituted.
    • In lieu of certification, years of directly related experience may be substituted.
  • Experience writing pre-solicitation documents in compliance with NSA/CSS Policy 8-2, including annexes, or another DoD Agency’s similarly guiding acquisition policy.
  • Experience in DoD source selection desired.
  • Experience guiding Major System Acquisition programs through the acquisition life cycle including preparation for multiple Milestone Decisions (Milestone Decisions A, B, C, IOC and/or FOC) is a plus.

Business Financial Professional

Business Financial Professionals (BFP) assist in the execution of the Program’s Budget through the creation/maintenance of spend plans, requisitions and their supporting documents. BFP’s also coordinate financial data with the appropriate Government officials, such as Business Financial Managers, Program Managers, Contract Managers, Contracting Officers and Contracting Specialists. BFP’s will also contribute to the maintenance of current resources to support the day-to-day mission activities.

 

Years of Experience Required…

  • BFP1 – Four (4) years of DoD, IC or six (6) years of combined DoD, IC

and commercial experience in purchasing or finance.

  • BFP2 – Eight (8) years of DoD, IC or ten (10) years of combined DoD, IC

and commercial experience in purchasing or finance.

  • BFP3 – Twelve (12) years of DoD, IC or fourteen (14) years of combined DoD, IC

and commercial experience in purchasing or finance.

 

What We Are Looking For…

  • TS/SCI with Polygraph security clearance.
  • Bachelor’s Degree with a business focus is required. 
    • In lieu of a degree, Program Management Professional (PMP) certification, Certified Defense Financial Manager (CDFM), or DAWIA Level I in Business/Financial Management with a combination of directly related experience may be substituted.
    • In lieu of certifications, directly related experience in combination of purchasing/financing experience and/or a combination of DoD, IC and commercial purchasing/finance experience may be substituted
  • Experience in the preparation of reports that reflect programs/project status in areas of cost, schedule and performance is required. 
  • Experience in budget planning, budget preparation and budget execution for acquisition programs is required.
  • NSA’s financial management system and its interfaces (currently FACTS and CMIS) experience is preferred. 
  • Proficiency with Microsoft Excel to include creating formulas and pivot tables is required. 
  • Proficiency with PowerPoint to include importing Excel data into presentations.

Contract Maintenance Professional

Contract Maintenance Professionals (CMP) assist the Government in administering contracts to include drafting of modifications to contract documents such as TTOs, Award Fee Plans, and CDRLs. CFP’s also assist withtracking, analyzing, and reporting contract costs while monitoring and reporting on contractor performance to ensure compliance with contract terms and receipt of goods and services.

Years of Experience Required…

  • CMP1 – Four (4) years of DoD, IC, or commercial experience in contract management or finance.
  • CMP2 – Eight (8) years of DoD, IC, or commercial experience in contract management or finance.
  • CMP3 – Twelve (12) years of DoD, IC, or commercial experience in contract management or finance.

What We Are Looking For…

  • TS/SCI with Polygraph security clearance.
  • Bachelor’s Degree with a business focus is required.
    • In lieu of a degree, Certified Federal Contracts Manager (CFCM) certification, or CDFM certification or DAWIA Level I in both Contracting and Program Management with a combination of directly related experience may be substituted
      In lieu of certification, additional years of directly related experience in combination with related experience may be substituted.
  • Experience in the tracking of programs/project/contract status in areas of cost, schedule and performance is required.
  • Experience writing Completion tasks is preferred.
  • Experience with award fee incentivized contracts preferred.
  • Experience using NSA’s financial management system and its interfaces (currently FACTS and CMIS) is preferred.
  • Proficiency with MS Excel is required to include demonstrated use of pivot tables, slicers, and pivot charts.

Program Integrator

Program Integrator’s (PI) assist program managers, initiative leads, and PEO leadership with monitoring and reporting on the overall health of programs, initiatives, and/or a portfolio. PI’s also perform analysis across multiple contracts and government activities to identify cost, schedule and performance concerns for a program or initiative. PI’s will perform cross-program analysis to assist in responding to Investment Portfolio (IP) actions and producing execution reports. PI’s also draft acquisition and program documents such as TTOs, Statements of Work (SOWs), Program Management Plans (PMPs), Risk Management Plans,program schedules, Technical CICA memorandums, and Acquisition Strategies. PI’s also assist with preparing presentations to report analysis findings as well as
program/portfolio status.

Years of Experience Required…

  • PI1 – Four (4) years of demonstrated combined experience in DoD/IC
    program management, contract management, and/or financial management.
  • PI2 – Eight (8) years of demonstrated combined experience in DoD/IC
    program management, contract management, and/or financial management.
  • PI3 – Twelve (12) years of demonstrated combined experience in DoD/IC
    program management, contract management, and/or financial management.

What We Are Looking For…

  • Familiarity with Plan-It is preferred.

System Engineer

System Engineer’s (SE) Analyzes user’s requirements, concept of operations documents, and, high level system architectures to develop system requirements specifications. SE’s also analyze system requirements and lead design and development activities while guiding users in formulating requirements, advising alternative approaches, and conducting feasibility studies. SE’s provide technical leadership for the integration of requirements, design, and technology while incorporating new plans, designs and systems into ongoing operations. SE’s also develop technical documentation, develop system architecture, and system design documentation. SE’s will also guide system development and implementation planning through assessment or preparation of system engineering management plans and system integration and test plans. SE’s interact with the Government regarding Systems Engineering technical considerations and for associated problems, issues or conflicts, which is their ultimate responsibility for the technical integrity of work performed and deliverables associated with the Systems Engineering area of responsibility. SE’s communicate with other program personnel, government overseers, and senior executives as needed.

Years of Experience Required…

  • SE1 – Seven (7) years experience as a SE in programs and contracts of similar scope, type and complexity.
  • SE2 – Fourteen (14) years experience as a SE in programs and contracts of similar scope, type and complexity.
  • SE3 – Twenty (20) years experience as a SE in programs and contracts of similar scope, type and complexity.

What We Are Looking For…

  • TS/SCI with Polygraph security clearance.
  • Demonstrated experience in planning and leading Systems Engineering efforts is preferred.
  • Bachelor’s degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline from an accredited college or university is required.
    • Five (5) years of additional SE experience may be substituted for a bachelor’s degree.

Readiness Assessment Consultant

Readiness Assessment Consultants provide independent analytic advice and contribute directly to efforts to develop, integrate and continually improve processes associated with the readiness assessment and AMET development, integration with related business management information, and integration into existing management and decision-making processes.

Years of Experience Required…

  • RAC1 – Four (4) or more years of experience in assessment and/or analysis processes.
    • The years of experience shall include a minimum of two (2) years of combined experience demonstrating a broad representation of the following; SIGINT operations, CYBER, DoD Readiness; Capabilities and requirements analysis; Data architecture analysis; Process definition, and process improvement; Facilitation and decision analysis.
  • RAC2 – Eight (8) or more years of experience in assessment and/or analysis processes.
    • The years of experience shall include a minimum of four (4) years of combined experience demonstrating a broad representation of the following; SIGINT operations, CYBER, DoD Readiness; Capabilities and requirements analysis; Data architecture analysis; Process definition, and process improvement; Facilitation and decision analysis.
  • RAC3 – Twelve (12) or more years of experience in assessment and/or analysis processes.
    • The years of experience shall include a minimum of eight (8) years of combined experience demonstrating a broad representation of the following; SIGINT operations, CYBER, DoD Readiness; Capabilities and requirements analysis; Data architecture analysis; Process definition, and process improvement; Facilitation and decision analysis.

  • TS/SCI with Polygraph security clearance.
  • Proficiency with MS Office Suite and Strategic/Business planning.
  • Bachelor’s Degree or higher degree is required.
    • Graduate or higher degree will be accepted in lieu of two (2) years of overall; OR a Bachelor’s degree or higher in a Business related field, Program Management, or Systems Engineering will be accepted in lieu of two (2) years of overall experience.
      • The Graduate or higher degree OR Bachelor’s degree or higher in identified Business fields cannot be considered together for more than two (2) years of overall experience.

Strategic Management Consultant

Strategic Management Consultants collaborate with the Government to develop, integrate and continually improve processes associated with the management of performance information, integration with related business management information, and integration into existing management and decision-making processes.

Years of Experience Required…

  • SMC1 – Four (4) or more years of experience in strategy management and planning development.
    • At least two (2) years of combined experience demonstrating a broad representation of the following; Federal Government Planning, Programming, Budgeting, and Execution; large organization Strategic Management; Process definition, deployment, and improvement; Program analysis and evaluation; Facilitation and decision analysis; and Legislative process and Congressional relations.
  • SMC2 – Eight (8) or more years of experience in strategy management and planning development.
    • At least four (4) years of combined experience demonstrating a broad representation of the following; Federal Government Planning, Programming, Budgeting, and Execution; large organization Strategic Management; Process definition, deployment, and improvement; Program analysis and evaluation; Facilitation and decision analysis; and Legislative process and Congressional relations.
  • SMC3 – Twelve (12) or more years of experience in strategy management and planning development.
    • At least eight (8) years of combined experience demonstrating a broad representation of the following; Federal Government Planning, Programming, Budgeting, and Execution; large organization Strategic Management; Process definition, deployment, and improvement; Program analysis and evaluation; Facilitation and decision analysis; and Legislative process and Congressional relations.
  • SMC4 – Fifteen (15) or more years of experience in strategy management and planning development.
    • At least ten (10) years of combined experience demonstrating a broad representation of the following; Federal Government Planning, Programming, Budgeting, and Execution; large organization Strategic Management; Process definition, deployment, and improvement; Program analysis and evaluation; Facilitation and decision analysis; and Legislative process and Congressional relations.

What We Are Looking For…

  • TS/SCI with Polygraph security clearance.
  • Experience in leadership, planning, and management of complex tasks related to strategic planning, as demonstrated through a history of daily client interaction, delivery of presentations on complex strategic planning subjects, and facilitation for strategic planning meetings with senior client personnel desired.
  • Bachelor’s degree or higher degree is required.
    • Graduate or higher degree will be accepted in lieu of two (2) years of overall experience.
    • Four (4) additional years of experience in strategy management and planning development will be accepted in lieu of a Bachelor’s degree.
