Jeff Bloom

Partner

Jeff Bloom is a co-founder and partner of Keystone Innovative Solutions.He has served the Intelligence Community in multiple roles for over 15 years. Along with his role with KIS, Mr. Bloom currently provides business and financial support services to the Intelligence Community.

Prior to co-founding KIS, Mr. Bloom worked for Frontline Solutions Corporation and the Frontline Solutions Division of ASI Government. In those roles, he supported high-level federal government customers, including two Program Executive Officers, providing business and financial analysis and process improvement services. He also served as a budget analyst for the federal government for over four years before becoming a federal contractor.

Mr. Bloom holds an MBA and an MS degree in Financial Management from University of Maryland-University College and a BA degree in History from Wake Forest University. He is a Certified Defense Financial Manager and a Lean Six Sigma Green Belt.

Brian Kerstetter

Partner

Mr. Kerstetter is a partner and co-founder of Keystone Innovative Solutions (KIS). He has spent the last 20+ years in an industry leadership role focused on providing quality customer service to the Department of Defense (DoD), Federal and State governments. From managerial roles in Quality Assurance, Operations, Program and Project Management, to his current role as a Business, Financial and Program Management subject matter expert, Mr. Kerstetter has achieved desired outcomes for his clients through sound financial analysis, process improvement, and database management.

Prior to establishing KIS, Mr. Kerstetter was employed at ASI Government where he served as an Acquisition Professional for the Frontline Solutions division. He provided direct support to both a Program Executive Office (PEO) and an Investment Portfolio Business Management Office (BMO) and leveraged his experience in data analytics to bring about significant improvements to his customers’ business processes and tools. Prior to joining ASI, he served as the Deputy Program Manager for MAXIMUS, Inc. operating the Federal Work Opportunity Tax Credit program and as Operations Manager for the CalWORKs, TANF program.

Mr. Kerstetter holds a Bachelor of Science Degree from the Pennsylvania State University.

Phil Driggs

Partner, CFO/COO

Phil Driggs is a Partner and CFO/COO of Keystone Innovative Solutions. He brings over 18 years of financial, strategic and programmatic management experience with 16 of those years directly supporting the Intelligence Community. Along with his role at KIS, Mr. Driggs currently serves as a Senior Business Technologist in successfully bringing his business analytic acumen together with the desire for process and tool improvement.

Prior to joining KIS, Mr. Driggs worked as a Business Analyst and Project Control Sr. Professional for Eagle Alliance (2006-2011) as well as a Business Manager, Acquisition Professional, and Business Consultant for the Frontline Solutions Division of ASI Government (2011-2016). While in these positions he has directly supported Chiefs of Service Delivery, Technical Directorates, Program Executive Offices (PEO’s), and Investment Portfolio (IP’s) managers.

Mr. Driggs holds a Masters of Business Administration with a specialization in Management from Loyola University Maryland as well as a Bachelor of Arts in Finance from Loyola College of Maryland.
